Abstract

Staff attendance is important for accountability and quality assurance in tertiary institutions. Yet, some
institutions still rely on the manual approach to attendance records management which is prone to proxy
attendance, falsification, and poor record management. This study presents a cost-effective smart staff attendance
management system using QR code-enabled staff identity cards. The system automates staff identification,
attendance capture, academic contact-hour tracking, Quality Assurance (QA) classroom verification, analytics,
and reporting. It distinguishes between academic and non-academic staff and accommodates legitimate activities
such as rescheduled lectures, venue changes, makeup classes, and lecturer class swaps. A functional prototype is
being developed based on the identified requirements and tested for its core functions. The system is being
designed to use existing smartphones, computers, tablets, and webcams, reducing dependence on specialized
attendance hardware. The proposed system provides an integrated approach to staff attendance, academic
activity monitoring, and institutional quality assurance.
